When described in these terms, few would argue against evaluation or would dispute the need for finding out whether a program is reaching its target population, whether it is functioning in the way planned, and whether it is having its intended impacts. Yet many program practitioners avoid evaluation, not because they are disinterested in improving their programs or afraid of the results, but because they are afraid of being treated unfairly by the evaluators (2). Unfairness can occur at several stages within an evaluation. From a program practitioner's point of view, an evaluation is especially unfair when it measures what the practitioner thinks are irrelevant outcomes while failing to measure what the practitioner believes are the relevant outcomes for the program. To avoid bias, an evaluator should not decide alone what outcomes to measure when assessing a nutrition education program but should first talk with the program developers, review program goals and objectives, and talk with program implementers and users to reach a consensus on reasonable expectations for the program (3). However, both the evaluator and the practitioner may perceive unfairness at this stage if it becomes evident that the interests of the agency funding an evaluation are not synonymous with the intended outcomes of the program developers. A funding agency may be interested in assessing programs on broader, more socially or politically significant bases than the developers of a program who may have addressed problems unique to a specific, narrow audience. Assuming that the program goals are worthy and that the content appears to be in reasonable agreement with the goals, the evaluator also must consider whether the proximity of the outcomes to the program will allow for a fair evaluation.
