- W2357702470 abstract "Who pays more,who gets has broken the traditional obtained with compensation mining right system,promoted the development of mining industry,and put an end to the absolutely superior situation of state-owned mine.However,there are some misunderstandings for who pays more,who gets in practice,which result in some disadvantages,such as intense competitions;too high final transaction price for the mining right holders to cash price;and the influence on the market development;inadequate subsequent investment of the mining right holders;making it difficult for the daily supervision of management departments;being easy to cause the eager for quick success and instant benefits;hoarding for speculation ore,and causing the waste of resources.This paper proposes that the government should not expect too much for the mining right price;but should be appropriate,and consider to take a variety way of transfer;besides who pays more,who gets it,should appropriately consider other comprehensive factors,and correctly understanding the role of mining right market in the mining development." @default.
