- W2417708532 abstract "While government bills are commonly stalled in Taiwan, with their passage likelihood varying over time, their success has huge impacts on government performance and democratic survival. Based on the institutional presidency literature and Chiou and Lee’s (2012) law-making theory developed for Taiwan’s legislature, this paper explores the effects of various political institutions on government bill passage and empirically analyzes data on government proposals that were drafted from 1993 to 2011. We find that the president plays a key role in the bill’s passage. Government proposals are more likely to be enacted by the legislature when the president is popular, makes his position on the bill known to the public, concurrently serves as party chair, or becomes more adept in governing over time. In terms of bureaucratic capacity, we uncover evidence for how unemployment rates and bureaucratic collective action can undermine the success of government bills. Finally, while there is no significant difference in the bills’ passage rates under either a unified or divided government, whether the government is unified or divided does shape the institutional effects found above. Overall, this first systematic institutional analysis of Taiwan’s executive bills sheds new light on how presidential roles, bureaucratic performance and coordination, and divided government jointly determine the propensity of executive bill passage." @default.
