- W67339911 abstract "The recent meetings of large committees to prepare for the forthcoming United Nations conference on the peaceful uses of the sea, as well as the upcoming conference itself, are in stark contrast to the scant high level international attention being paid to another water problem, that of the international river. A need exists for a clear understanding of the law of rivers for several reasons.1 First, the rapid increase in numbers of states, especially in Africa, has led to a corresponding increase in the number of boundaries between them. As a result, rivers that had been wholly within the territory of one state may now cross it or, themselves, serve as the boundary. Second, improved technology now enables countries to harness the river's resources in many new and different ways, whereas in the past navigation often was the most important, if not the only, use to which the rivers were put. Consumptive use, exploitation of minerals, irrigation, and power generation are a few of these new uses that could lead to a dispute between competing riparians. Third, non-consumptive uses, such a hydroelectric generation and sewage disposal, may cause additional problems because of their effect on the ecology and hydrography of the rivers. This paper will focus on the water allocation of international rivers that cross borders and, therefore, other important subjects in this broad field, such as boundary rivers and the problems of pollution and navigation, necessarily will not be explored, except to the extent that they illustrate principles applicable to the so-called successive rivers.2 The aim will be to" @default.
