Plaintiff filed his case on July 10, 2017, and his claim of excessive force because of improperly applied handcuffs is the remaining claim. The incident happened on October 30, 2015. Plaintiff went to the hospital at the time the incident occurred and saw both of the doctors whom he now wishes to talk to and or send interrogatories to. This is not information that was in the hands of the police department; it was information that was in Plaintiff's hands. Plaintiff should have, and clearly could have, spoken to these doctors before he even filed suit. It is Plaintiff's own fault that now, over three years later, he cannot find the doctors. Moreover, the information Plaintiff says he needs more time to "read" was provided to him in November 2018. Plaintiff was able to depose the only other officer who saw the handcuffs and who was present when they were taken off. There simply is no good cause to further extend any deadlines.
