Wood: For the reasons set forth in the accompanying Order, the Court rules on the parties' motions in limine as follows. Plaintiff's motion in limine no. 1 72 is granted in part and denied in part. Defendants are precluded from introducing evidence of prior arrests, accusations, or charges, unless Plaintiff affirmatively claims at trial that he has never had any prior arrests, accusations, or charges, in which case Defendants may use such evidence for impeachment purposes. With respect to Plaintiff's prior felony conviction, Defendants may introduce evidence of the conviction to the extent that Defendants intend to argue they were aware of the conviction before they determined to search Plaintiff's vehicle and that it influenced their decision to search Plaintiff's vehicle. However, any discussion of Plaintiff's prior conviction must be "sanitized," so that the jury only hears that Plaintiff was convicted of a felony involving violence, without mention of the details of the felony. Otherwise, Defendants are precluded from introducing evidence regarding the conviction for any purpose. Plaintiff's motion in limine no. 2 72 is denied. Defendants may appear in standard police uniform so long as their attire does not include protective gear, medals, awards, or other embellishments. Defendants' motion in limine no. 1 66 is denied. Defendants' motion in limine no. 2 67 is granted in part and denied in part. Plaintiff is precluded from seeking damages for his criminal prosecution, incarceration, or collateral consequences thereof. However, Plaintiff shall be permitted to introduce evidence showing that charges against him were dropped. With respect to the proffered testimony by Catherine D1801D4 Powell and Ruth D1801D4, these witnesses are precluded from testifying regarding the source of the narcotics in D1801D4 trunk, but may testify regarding the damages suffered by D1801D4 as a result of the unlawful search. Defendants' motion in limine no. 3 68 is denied. Defendants' motion in limine no. 4 69 is granted. Defendants' motion in limine no. 5 69 is granted. Defendants motion in limine no. 6 69 is granted. Defendants motion in limine no. 7 69 is granted. Plaintiff is precluded from introducing evidence regarding a "code of silence" or "blue wall" among Chicago police officers generally. Plaintiff may, however, introduce evidence that the particular officers involved in this case have endeavored to cover for each other and to conceal their misconduct. Defendants' motion in limine no. 8 69 is granted. Defendants' motion in limine no. 9 69 is granted in part and denied in part. Defendants may introduce testimony or evidence regarding rules, policies, regulations, or general orders regarding impounding vehicles and inventory searches, and, if they do so, Plaintiff may introduce testimony or evidence that Defendants did not comply with said rules, policies, regulations, or general orders in the circumstances of this case. Otherwise, such evidence is precluded. Defendants motion in limine no. 10 69 is granted. Defendants' motion in limine no. 11 69 is granted. Defendants' motion in limine no. 12 69 is granted, with the exception that Defendants' lawyers may be identified as working for the City of Chicago during voir dire as necessary to examine prospective jurors. Defendants' motion in limine no. 13 69 is denied without prejudice to Defendants' right to make any appropriate objection at trial to any specific aspect of such evidence that Plaintiff proposes to offer into evidence. Defendants' motion in limine no. 14 69 is granted. Plaintiff may, however, introduce evidence that the particular officers involved in the events in this case have endeavored to cover for each other and conceal their misconduct. Defendants' motion in limine no. 15 69 is granted. Defendants' motion in limine no. 16 69 is granted. Defendants' motion in limine no. 17 69 is granted.
