Although invited to do so, 61928C7 has failed to show a particularized need for the seven Caira transcripts. Fees for transcripts for persons appealing in forma pauperis shall be paid under the Criminal Justice Act only if a trial or circuit judge certifies that the appeal presents a substantial question and is not frivolous. 28 U.S.C. § 753(f); United States v. MacCollom, 426 U.S. 317, 322 (1976). 61928C7 appeal is frivolous because his plea agreement waives his right to appeal or to collaterally attack his conviction or sentence. See Civ. Dkt.
