This is an improper understanding of the functioning of the federal judicial system. Illinois is divided into three judicial districts, Northern, Central, and Southern, with each of these districts further divided into divisions. 28 U.S.C. § 93. Because venue is not proper in the Central District of Illinois, as none of the events occurred there and none of the parties are located there, the sua sponte transfer to this Court was appropriate pursuant to 28 U.S.C. § 1406.
