In deciding whether to grant an application to proceed in forma pauperis ("IFP"), the Court must determine whether the suit has sufficient merit, and whether the plaintiff has demonstrated a level of poverty such that IFP status is justified. See 28 U.S.C. §1915(e)(2); Denton v. Hernandez, 504 U.S. 25, 27 (1992). If the Court finds that the suit lacks sufficient merit or that an inadequate showing of poverty exists, it must deny the in forma pauperis application. SmithBey v. Hospital Administrator, 841 F.2d 751, 757 (7th Cir. 1988). Here, Plaintiff's IFP application is incomplete and does not permit the Court to accurately assess Plaintiff's financial condition. Plaintiff indicates that, in addition to earning wages of $600 per month, she (or someone living with her) has also received rental income, interest or dividends within the past 12 months and also receives workers' compensation. She does not indicate the amounts received with respect to either of the latter two categories. Accordingly, Plaintiff's motion to proceed in forma pauperis 5 is denied. Plaintiff's motion for attorney representation 4 is also denied at this time. There is no constitutional or statutory right to counsel in federal civil cases. Romanelli v. Suliene, 615 F.3d 847, 851 (7th Cir. 2010); see also Johnson v. Doughty, 433 F.3d 1001, 1006 (7th Cir. 2006). Before the Court will consider recruiting counsel, it must be persuaded that Plaintiff is truly indigent and that she is truly in need of the assistance of counsel to pursue her case here. Neither of these has been established yet. Plaintiff is given 14 days from the date of this Order (or by 2/22/16) to either submit a revised IFP application or to pay the required filing fee.
