Even if a document falls within one of the three protected categories, secrecy must still outweigh the public's interest in transparency and the moving party's interest in privacy. See United States v. Sanford-Brown, Ltd., 788 F.3d 696, 712 (7th Cir. 2015), abrogated on other grounds by Universal Health Servs., Inc. v. United States, 136 S. Ct. 1989 (2016). While plaintiffs suggest that disclosing the exhibits on the public docket would cause plaintiff Khan harm, the documents appear to be material to plaintiffs' claim, and not privileged. Plaintiffs should understand that litigating this case will necessarily include public disclosure of personnel matters. Going forward, no party should seek to file matters under seal unless the information falls under one of the three recognized categories. Immaterial and irrelevant information that parties wish to keep confidential can be redacted from documents. Plaintiffs' motion for temporary restraining order 18 is taken under advisement and the court will issue a ruling via cm/ecf.
