- ilnd;;1:17-cv-06804_de7 RegisterActionDescriptionText "ORDER: Plaintiff's application for leave to proceed in forma pauperis 5 is granted, and the Clerk is directed to file Plaintiff's complaint on the docket. The U.S. Marshal is directed to serve summons. Plaintiff shall complete a USM-285 form for each defendant being served, if he has not done so. Plaintiff's motion for attorney representation 4 is denied. There is no constitutional or statutory right to counsel in federal civil cases. Romanelli v. Suliene, 615 F.3d 847, 851 (7th Cir. 2010); see also Johnson v. Doughty, 433 F.3d 1001, 1006 (7th Cir. 2006). Nevertheless, the district court has discretion under 28 U.S.C. 1915(e)(1) to recruit counsel for an indigent litigant. Ray v. Wexford Health Sources, Inc., 706 F.3d 864, 866-67 (7th Cir. 2013). When a pro se litigant submits a request for assistance of counsel, the Court must first consider whether the plaintiff is indigent and has made reasonable attempts to secure counsel on his own. Navejar v. Iyiola, 718 F.3d 692, 696 (7th Cir. 2013) (citing Pruitt v. Mote, 503 F.3d 647, 654 (7th Cir. 2007) (en banc)). Here, Plaintiff has not listed any attempts to secure counsel on his own. Additionally, Plaintiff is a high school graduate and has demonstrated his ability to file pleadings and pursue his rights. The denial is without prejudice, and Plaintiff may renew his motion if and when the case proceeds to a point where the assistance of counsel is necessary. For now, Plaintiff may want to review the Court's standing order for pro se litigants, which is available on the Courts webpage at www.ilnd.uscourts.gov. Plaintiff may also wish to contact the District Court Pro Se Assistance Program, the Hibbler Help Desk, which may be reached at the Clerk's Office Intake desk, Dirksen Federal Building, 219 S. Dearborn, 20th floor, or by calling (312) 435-5691.Signed by the Honorable John Robert Blakey on 10/5/2017. Mailed notice(ks, ) (Entered: 10/06/2017)" @default.
