The movant, Lennie Perry, is charged with violations of 18 USC 1591(a). At the time of his indictment, Mr. Perry was serving a sentence in the Illinois Department of Corrections, and according to the IDOC website, his projected parole date is in January 2022. Mr. Perry was brought to federal court on a writ of habeas corpus ad prosequendum and has been detained here since November 2018. Mr. Perry, who is proceeding pro se in his criminal case, has filed an emergency motion for release on bond, citing the coronavirus outbreak. The Court understands the seriousness of the outbreak and the risks posed to prisoners, who often are unable to engage in "social distancing" unlike persons who are in the community. Mr. Perry does not cite or provide evidence of any factors that cause him to be at higher risk of an adverse outcome should be contract the coronavirus. It is also important to point out that were Mr. Perry granted bond in his federal case, he would not be released into the community but instead would be returned to custody at the IDOC. Regardless, Mr. Perry has not shown that he is an appropriate candidate for release on bond under 18 USC 3142 or that there are compelling reasons warranting vacating of the prior detention order.
