U.S. Department of State, noted alleged impropriety regarding in forma pauperis petitions submitted by pro se litigant E1891D1 and referred Mr. E1891D1 to the United States Attorneys Office for the Northern District of Illinois for investigation. On August 25, 2020, an Executive Committee order was entered, restricting the filings of Mr. E1891D1, who had filed 10 cases in the Northern District of Illinois and has unpaid filing fees of at least $1,705.00. A Seventh Circuit Court of Appeals order entered on September 24, 2020 and amended on October 30, 2020 directed that, "Until E1891D1 has paid in full all outstanding fees and any sanctions in all civil actions he has filed, the clerks of all federal courts in this circuit will return or discard unfiled any papers submitted either directly or indirectly by or on behalf of E1891D1." Since the entry of the August 25, 2020 District Court Executive Committee order, Mr. E1891D1 has forwarded at least 41 documents for Committee consideration. The Executive Committee finds that Mr. E1891D1 excessive submission of frivolous documents is burdensome to the Committee, consuming the resources of the Court and the Clerk's Office, therefore IT IS HEREBY ORDERED That effective immediately, E1891D1. may submit to the Court no more than one 2-page document per week, filed pursuant to the September 24, 2020 Court of Appeals order. IT IS FURTHER ORDERED That for a period of 12 months from the date of this order, any documents submitted by Mr. E1891D1 will be discarded until all outstanding fees are paid in full, unless Mr. E1891D1 demonstrates to the Executive Committee, in a document limited to 2 pages, that he is in imminent danger of great bodily harm. IT IS FURTHER ORDERED That no sooner than 12 months from the date of this order, Mr. E1891D1 may submit a motion to modify or rescind the restrictions against him. IT IS FURTHER ORDERED That failure to comply with this order may result in further restrictions, such as monetary sanctions, fines, or finding of contempt. IT IS FURTHER ORDERED That any new complaints filed by Mr. E1891D1 and transferred to this Court from another jurisdiction shall be reviewed by the Executive Committee to determine whether they should be filed. IT IS FURTHER ORDERED that the Clerk shall cause a copy of this order to be mailed to Mr. E1891D1 at #84944-083, AUSP Thomson, P.O. Box 1002, Thomson, IL 61285, the address given by Mr. E1891D1 in documents received on October 9, 2020. Such mailing shall be by certified or registered mail, return receipt requested.
