Plaintiff filed a letter with the Court alleging his constitutional rights have been violated. 1 . Therefore, the letter was filed as a complaint pursuant to 42 U.S.C. §1983. See Bahler v Lopez, 2007 WL 1375924 (7th Cir. May 10, 2007)(clerk may not refuse pro se plaintiffs initial submission, a letter, for failing to follow Fed.R.Civ.P 8). However, the Plaintiff's letter is not sufficient. For each claim, Plaintiff must not only identify the specific allegation, but also who was involved, when it occurred and where it occurred. See Fed.R.Civ.P. 8. Therefore, Plaintiff MUST file an amended complaint more clearly stating his claims on or before June 24, 2016. The Plaintiff has also previously been advised he must either file an motion to proceed in forma pauperis (IFP) or pay the $400 filing fee in full on or before June 24, 2016. See June 3, 2014 Text Order. The Court notes Plaintiff has another pending lawsuit, 8BB441A v Zenk, Case No. 16-3126. If Plaintiff intended to file this letter in his other pending case, he must IMMEDIATELY inform the Court in writing. Plaintiff is admonished he must ALWAYS include a case number on any document he files. In addition, Plaintiff must not send letters to the Court. He may file motions asking for specific relief, or file a response to a motion filed by the Defendants, or a motion to reconsider a Court order. Therefore, Plaintiff must either: 1) file his amended complaint, IFP motion or filing fee in this case, 8BB441A v. Zenk, Case No. 16-1192, on or before June 24, 2016; or 2) file a written motion asking to dismiss this case noting he intended to file his document in his other pending case, 8BB441A v. Zenk, Case No. 16-3196. If Plaintiff did not intend to open another lawsuit, this case will be dismissed and no filing fee will be accessed. If Plaintiff takes no action on or before June 24, 2016, the Court will assume Plaintiff did intend to open a second lawsuit and Plaintiff will be responsible for payment of the filing fee even if the case is ultimately dismissed.
