The Court will then dismiss this lawsuit and waive any filing fees. If the Plaintiff DID intend to open a lawsuit, he must either pay the $400 filing fee in full or file a motion to proceed in forma pauperis (IFP) on or before June 29, 2016. The Plaintiff must also file an amended complaint more clearly identifying the Defendants and how, when and where they violated his constitutional rights. The Plaintiff must file his amended complaint on or before June 29, 2016. The Clerk of the Court is to send the Plaintiff a blank complaint form and IFP form to assist him. If the Plaintiff does not respond by the June 29, 2016 deadline and inform the Court whether or not he intended to pursue litigation, the Court will assume the Plaintiff DID intend to file a lawsuit and he will be responsible for payment of the $400 filing fee even if his case is eventually dismissed.
