Plaintiff's request for an Order requiring library time is akin to a motion for a preliminary injunction, and Plaintiff has failed to demonstrate that, in the absence of this injunctive relief, he is likely to suffer an actual injury in prosecuting his case. Thomas v. Beutler, 2012 WL 1813516, * 2 (E.D. Cal. May 17, 2012). In addition, although his library time may be limited, Plaintiff has had success in this case, and the only pending deadline imposed by this Court that would require additional library time is not until January 2018. Ludke v. Kettle Moraine Correctional Institute, 2011 WL 5125923, 6 (E.D. Wis. Oct. 28, 2011). Finally, "federal courts must exercise equitable restraint when asked to take over administration of a prison. 'Federal judges must always be circumspect in imposing their ideas about civilized and effective prison administration on state prison officials. The Constitution does not speak with precision to the issue of prison conditions (that is an understatement); federal judges know little about the management of prisons; managerial judgments generally are the province of other branches of government than the judicial; and it is unseemly for federal courts to tell a state... how to run its prison system.'" Scarvey v. Litscher, 434 F.3d 972, 976-77 (7th Cir. 2006)(quoting Duran v. Elrod, 760 F.2d 756, 759 (7th Cir. 1985)). Accordingly, Plaintiff's motion is denied.
