Plaintiff's letters to the clerk, which have been docketed as motions to amend, are denied. (d/e's 24, 27). Plaintiff's first letter asks to name Fulton County in an individual capacity (d/e 24), but only individuals can be sued an individual capacity. Plaintiff's second letter asks to add as new Defendants Advanced Correctional Healthcare and possibly an unnamed guard whom Plaintiff believes is lying. If Plaintiff seeks to file an amended complaint, he must attach the entire proposed amended complaint to his motion to amend. The amended complaint must explain what each Defendant did to violate Plaintiff's rights. If the amended complaint is allowed, the amended complaint will completely replace the prior complaint. To the extent Plaintiff seeks legal advice, his request is denied. Neither the Court nor the Clerk should attempt to give legal advice. The Court and the Clerk are neutral, and the Clerk is not an attorney. Plaintiff's request for the Clerk to obtain transcripts from a hearing in Plaintiff's criminal case in Fulton County is denied. (d/e 29.) Plaintiff should seek the transcript from Fulton County Circuit Court or his defense counsel. Plaintiff's requests for five blank subpoenas are denied (d/e 30, 36), with leave to renew setting forth to whom the subpoenas will be addressed and what information will be sought.
