- ilnd;;1:19-cv-00261_de7 RegisterActionDescriptionText "MINUTE entry before the Honorable Virginia M. Kendall. Plaintiff 0252450 application for leave to proceed in forma pauperis 4 is granted. Title 28 U.S.C. § 1915(a) permits the Court to authorize Plaintiff to proceed in forma pauperis if she is unable to pay the mandated filing fee. The statute "is designed to ensure that indigent litigants have meaningful access to the federal courts." Neitzke v. Williams, 490 U.S. 319, 324 (1989). Plaintiff is eligible to proceed in forma pauperis if paying the filing fee would prevent her from purchasing the necessities of life. Zaun v. Dobbin, 628 F.2d 990, 992 (7th Cir. 1980). Plaintiff represents in her affidavit that she is not married and has no dependents. (Dkt. 4). Plaintiff has not been employed since 2014, at which point she worked for approximately two months in April and May of 2014 earning $14.00 per hour. (Id.) Plaintiff represents that in the last twelve months she received $2,260 in welfare benefits but otherwise has not received any other income in the last year, owns no real estate or personal property worth more than $1,000, and does not have more than $200 in cash or in a checking or savings account. (Id.). Plaintiff reports that her roommate earned $40,000 income in the last year, has $1,400 in his checking account, pays the mortgage on the condominium they live in, and owns a vehicle worth $1,200 but that "[h]is money has nothing to do with [her]." (Id..). The Court finds Plaintiff has sufficiently demonstrated that she is unable to pay the fee and, therefore, grants Plaintiffs application for in forma pauperis status 4 .
