The Court has reviewed the complaint under 28 U.S.C. § 1915(e)(2) to determine if it is frivolous or fails to state a claim upon which relief may be granted. Plaintiff is making a claim of some sort against, it appears, his former auto insurance carrier, alleging some sort of misconduct. However, the complaint does not describe what the insurer did, when it did whatever plaintiff is complaining about, and what was wrong or illegal about what the insurer did. The complaint in its current form does not state a claim upon which relief may be granted for these reasons and because it would not put the defendant on fair notice of what the plaintiff is claiming. The Court also notes that the complaint does not completely describe the citizenship of the defendant because it does not list the defendant's principal place of business. The Court dismisses the complaint for these reasons. Unless plaintiff files an amended complaint by 1/27/2020 that states a viable claim and a viable basis for federal subject matter jurisdiction, the Court will enter judgment against plaintiff.
