Civ. P. 4(f)(3) (Dckt. No. 12 ). Plaintiff basically wants leave to serve Defendants by U.S. Mail, and defense counsel stated that they would "pass [] along" a waiver of service of process. Plaintiff shall reach out to defense counsel and ask them to confirm whether Defendants are willing to waive service of process. By 5:00 p.m. on Monday, August 24, 2020, Plaintiff shall file a statement with the Court that states Defendants' answer. If there is a reason why Plaintiff cannot wait 90 days for a response to the complaint, meaning the traditional period under the Federal Rules when there is a waiver of service of process by a foreign defendant, then Plaintiff should offer an explanation in its filing. See Fed. R. Civ. P. 4(d)(3). The Court also appreciates the fact that this case is a refiled version of an older case, so Defendants have been well aware of the core allegations for quite some time. As a general matter, the Court expects parties to be cooperative on service of process, and takes a dim view of non-cooperation.
