United Food & Commercial Workers Union, Local 23, AFL-CIO, 484 U.S. 112, 131 (1987) ("Appeals from final orders or dispositions of the Board are expressly directed to the courts of appeals."); 29 U.S.C. § 160(f). A suit in the district court is not the way to challenge NLRB decisions. Plaintiff's reference to judicial review of agency action under the Administrative Procedure Act is not an exception to the exclusive appellate court jurisdiction for petitions challenging NLRB decisions. To proceed with this case, plaintiff must do two things. First: pay the $400 filing fee or submit a properly completed application to proceed in forma pauperis by 8/17/20. Second: submit an amended complaint that states a claim for relief that is properly filed in a United States District Court. If plaintiff does not comply by 8/17/20, this case will be closed on the understanding that plaintiff does not want to pursue it, without prejudice to plaintiff pursuing claims in the proper court.
