Das akademische und politische Interesse an Clustern ergibt sich aus der Beobachtung, dass viele Branchen zu Clustern neigen und durch ex-post-Analysen der Wirtschafts- und Innovationsleistung zu einer Reihe von hochkarätigen Clustern. Trotz der Beliebtheit des Clusterkonzepts und der weitverbreiteten Nutzung der Clusterpolitik ist die Frage, ob die öffentliche Unterstützung von Clustern, insbesondere für Innovationen, wirksam ist, eine offene. Dieser Bericht versucht, diese Beweislücke zu schließen. Er prüft zuerst die Hauptargumente, die die Clusterpolitik untermauern. Anschließend wird eine Reihe jüngster Erfahrungen bei der Unterstützung von Clustern in der OECD herausgearbeitet und die Herausforderungen, die mit der Bewertung dieser Initiativen verbunden sind, sowie die verfügbaren Beweise für ihre Ergebnisse unterstrichen. Die Studie konzentriert sich dann auf den Nachweis einer Reihe von Programmen (16), die für eine genauere Prüfung ausgewählt werden.
