The purpose is to determine the state of knowledge with regards to social investments and public transport, and if possible determine the factors necessary for this to succeed. To outline the concept of social investments within the framework of transport economics, a thorough review of the relevant theory, as well as the research literature is presented. This is further complemented with a number of interviews with researchers and professionals in the field of social investments.The empirical part of the study uses interviews with representatives of nine Swedish municipalities and regions to explore this issue. Overall, social investments, and social factors are found to influence public transport projects, although the degree to which they do that varies greatly between different respondents. Further, knowledge of the concept of social investment varies, although ideas related to social investments are found to influence public transport planning even when the respondent are unaware of the specific concept. The study also finds a perceived lack, according to the interview subjects, of formalized models for taking into account social variables, especially compared to more developed methods using quantitative measures such as cost benefit analyses. In addition, the subjects also state that in the end, political considerations often carry more weight than the recommendations of cost benefit analyses or other decision-making tools. Finally, several respondents highlight a lack of follow-up with regards to completed projects and their goals, something that in turn complicates the task of determining the factors necessary for success with regards to social investments." @default.
