Maximizing productive engagement of the older population is seen as a strategy to strengthen our economy and communities as well as improve the well-being of older adults. For over a decade now, advocates of productive engagement have pointed to the wealth of human resources to be found in the growing aging population and call for expansion of opportunities for older people to work and volunteer. Instead of defining later life as a time to step back into less demanding roles, older adults should have options for ongoing involvement in paid and unpaid roles that make economic and social contributions, advocates say. The)' have also pointed to antiquated employment, educational, and agency structures that preclude engagement of older people. In an examination of the productive activity of work, then, it is important to examine the intersection of work and volunteering. This article aims to (i) increase understanding about how changing work patterns may affect volunteerism, and (2) suggest ways to increase productive engagement of older adults in volunteer roles in the face of these changes. WORKFORCE ENGAGEMENT OF OLDER PEOPLE As other authors in this issue elucidate, the late 1980s and early 1990s saw the reversal of what had been a trend toward early exit from the workforce for men age 65 and older. Among women, even those over 60 years of age, workforce participation has continually grown (Reynolds-Scanlon, 2003). Baby boomers are expected to work even longer (Fandray, 2000). A survey by aarp (Montenegro, Fisher, and Remez, 2002) suggested that 70 percent of current workers over the age of 45 years plan to work past normal retirement age. Most of these workers will need the income or healdi insurance, but almost one-third plan to continue working for interest or enjoyment. Yet there is evidence that many older workers will be seeking different employment arrangements (U.S. Department of Labor, 2005): reduced hours or responsibilities, more flexible work schedules, shared positions. Phased retirement is receiving much attention as an employment strategy benefiting workers and employers (Barocas, 2003). American workers want to step out of the workforce more gradually; Cahill, Giandrea, and Quinn (2006) suggest that up to 50 percent of American workers will take a bridge job between career work and complete retirement. A bridge job is often part time, often involves a change to a new employer or self-employment, and may involve a change in type of work. With the Bureau of Labor Statistics projecting a shortfall of workers within this decade, the workforce will need older workers, skilled workers and managers in particular (Penner, Perun, and Steuerle, 2002). Indeed, the economic strengdi of society may depend on retooling and retaining older workers. Some corporations are taking steps to prepare for these transitions, as Pitt-Catsouphes describes in this issue. In sum, people are working longer and looking for alternative arrangements that give them increased flexibility as they step out of the workforce more gradually and later in life. Older workers have various motivations for continuing employment, but it does appear that baby boomers will need to work for financial security and will want to work for socialization and meaning.
