- W1025555698 abstract "El objetivo del articulo es reflexionar sobre barreras geograficas, arquitectonicas, culturales, simbolicas, economicas, legales que dificultan la accesibilidad a la salud de la poblacion estudiada. La dificultad en la resolucion de necesidades y demandas, nos interroga sobre los principios enunciados en el Plan Federal de Salud que afirma que la salud es un bien juridico colectivo. Nos asumimos en los principios de la “etica del modo de vida” a favor de “los procesos vitales de las organizaciones y movimientos populares” (Breilh, 2003) recuperando y revalorizando el conocimiento de iniciativas y soluciones que permiten ampliar el poder de los usuarios, promoviendo practicas de participacion colectivas que tiendan al ejercicio de ciudadania para ampliar la accesibilidad a la salud. Ilustraremos con cuatro modalidades de accion colectiva-participacion ciudadana critica y autonoma en el acceso a la salud. La investigacion accion participativa propicia la reflexividad, y el empleo de la triangulacion metodologica, y las narrativas de los actores comunitarios, permiten elaborar monitoreos estrategicos de salud identificando obstaculos y facilitadores de la accesibilidad. Las conclusiones preliminares advierten de los efectos de subjetivacion y resiliencia comunitaria en los procesos de participacion en salud.Palabras claveAccesibilidad Salud Movimientos sociales DiscapacidadesABSTRACTCITIZENSHIP EXERCISE AND ACCESSIBILITY TO HEALTH The goal of this article is to reflect on geographic, architectonic, cultural, symbolic, economic, legal that difficult health accessibility in studied population. The difficulty in resolution of needs and demands opens questions on the principles enunciated in Federal Plan of Health which says that health is a legally protected good. We rescued initiatives developed by social movements that let us surpass obstacles related to accessibility to health. We assumed principles of “ethics of way of life” in favor of “vital processes of organizations and popular movements” (Breilh, 2003) recovering and revaluing knowledge of initiatives and solutions that allow to extend power of the users, promoting actively participation collective practices that tend to the citizenship exercise. We will illustrate with four modalities of collective action as well as independent citizen participation in decision making related either to different scopes of daily life and or to health access. The Participatory Action Research promotes analysis from different theoretical perspectives; use of methodologic triangulation, specially the narratives of the community actors, allow us to elaborate strategic monitoring of collective health and to identify obstacles and facilitating factors of accessibility.
