This has led to increased supply chain complexity, meaning that the number of contracts being entered into between buyers and suppliers has grown. These contracts can be difficult for suppliers to cost, due to the fact that many of these contracts contain operational details. In addition to this, the time in which a contract must be costed by a supplier is decreasing. In response to these issues, this paper presents the reader with work carried out on a web based tool with an embedded simulation engine that aids outsourcing enterprises in the costing of their contracts. INTRODUCTION Due to the globalization of business and manufacturing activities, industries are increasingly focusing more on their core competencies while outsourcing many of their production functions [1]. This was one of the dominant business trends of the 1980s and 1990s and is continuing [2]. In 1990, less than 5% of all manufacturing was outsourced [3]. In 2000, original equipment manufacturers (OEMs) outsourced $75 billion to contract manufacturers (CMs) and the long term growth for electronics contract manufacturing is projected to be 25% per year [4]. In turn, the logistics/supply-chain management (SCM) software sector is growing rapidly and it is predicted that worldwide spending on logistics software, services, and recurring revenues will grow to nearly €3 billion in 2006, close to double the figure for 2001 [5]. Supply chain software sales were one of the major drivers of the 1990s technology boom and analysts estimate that between 1999 and 2002 vendors sold more than €15 billion in supply chain software licenses [6]. The increase in outsourcing has led to an increase in the number of contracts being entered into between buyers and suppliers. These contracts can be difficult to cost due to the fact that many of these contracts contain operational details. From field study it has been established that there is a need for a tool to enable suppliers to develop quotations more quickly and accurately. Having identified this need, a web based tool is being developed through a project named SIMCT (A Simulation based Contract Costing Tool for Outsourcing Enterprises), which will provide experimentation and analytical capabilities through the use of discrete event simulation. The aim of this software is to allow companies to consider the operational details that affect the cost of providing the product/service." @default.
