There is increasing public and political consensus on the need to moreneffectively balance economic efficiency with environmental quality to achieve greaternsustainability in the management and use of stormwater runoff. But putting the principlesnof sustainability into practice is a complex and subjective planning and decision-makingnprocess. The aim of this research was to develop a stormwater sustainability assessmentntool to help local councils and waterway management authorities with developing morensustainable stormwater management strategies for urban catchments.Using the Visual Basic programming language, a stormwater sustainability assessment toolnwas developed for application in the Microsoft EXCEL environment. In this tool, fuzzynlogic methods were used for sustainability indicator assessment of stormwater managementnscenarios, with inputs and outputs linked to analysis with a stormwater planning tool,nMUSIC, and a multi-criteria analysis tool, DEFINITE, through a graphical user interface.The urban catchment of Tooway Creek, in the Caloundra region of South East Queensland,nwas chosen as a case study for developing a sustainable stormwater management strategy.nAnalysis of Tooway Creek catchment compliance with Australian and New ZealandnGuidelines for Fresh and Marine Water Quality (ARMCANZ and ANZECC, 2000)nshowed that quality of water discharged from the mouth of the catchment was compliantnfor levels of total nitrogen, but not for levels of total suspended solids or total phosphorus.Six stormwater management scenarios for improving stormwater conditions in the ToowaynCreek catchment were identified - three based on an infrastructure stormwater treatmentnapproach and three based on a preventive source control approach. The sustainability ofneach scenario was assessed and combinations of the measures were evaluated with thenstormwater sustainability assessment tool.nOf highest priority for implementation in the Tooway Creek catchment was a householdnwater tank rebate scheme (Scenario 4), followed by a school-based education programn(Scenario 5), a media campaign (Scenario 3), a swale drain and bioretention zonencombination (Scenario 1) and, of equal lowest priority, a series of continuous deflectivenseparation (CDS) units (Scenario 2) and a sedimentation basin and trash rack combinationnthat had already been implemented in the catchment (Scenario 0). However, if thencommunity preferred to prioritise the need to improve ecosystem health then it was foundnthat the school-based education program (Scenario 5) would be better implemented aheadnof the household water tank rebate scheme (Scenario 4), and if the community preferred tonprioritise the need to motivate people and organisations to act in a more sustainable way, then it was found that the media campaign (Scenario 3) would also be better implementednahead of the household water tank rebate scheme (Scenario 4). n" @default.
