- W113642712 abstract "INTRODUCTION The issue of women empowerment has been set up as one of the major agenda of development organizations working in Third World countries. The aim of these organizations, in general, is to mainstream gender issues and to bring women in the equal pace as men by ensuring women's equal participation in all levels of development activities. Here women and community people are not viewed as passive beneficiaries, but as active agent of change. Therefore, these organizations design their development project in such a way that aims to get the community people, especially women, involved in implementing the project. The paper will discuss such an attempt by the largest development organizations of Bangladesh, named Building Resources Across Countries (BRAC) through its project titled Water, Sanitation and Hygiene (WASH). The organization has been working in partnership with the government of Bangladesh (GOB) and other stakeholders to facilitate the attainment of the Millennium Development Goals (MDG) related to water, sanitation and hygiene for all, especially for underprivileged groups, in rural Bangladesh. Through its WASH program the organization intends to bring positive changes in the health situation of the poor as well as to enhance equitable development. There are six key themes against which the success of the program is being judged, including hygiene and behavioral change, integration of hygiene, sanitation and water, effectiveness of technology, reaching the poor and the ultra-poor, gender sensitivity and sustainability. BRAC recognizes the participation of people from all levels as crucial for achieving the targets of WASH. In this context, it places special emphasis on the ultra poor and female population, especially ultra poor women. The strategy of entering a new area to implement the project is at first to conduct Participatory Rural Appraisal (PRA) in which villagers identify the problems they have related to water, sanitation and hygiene. Here they also make the wealth rank to identify the household in more need of attention. Then, during PRA, the program facilitates villagers to form Village WASH Committee (VWC), the goal of which is to create a body with local people that would lead the community towards the desired changes as well as to ensure that the development made by the project is sustainable. During the study period, VWC was consisted of six young women (member secretary, village defense party representative, adolescent girl, community health volunteer, and a woman selected from hardcore poor group according to the category set by BRAC, and BRAC beneficiaries of its credit programs representative as members and five men (local elites/local leader as chairperson, religious leader, representative of school/madrasa teacher, village doctor/small business/community leader and local NGO/club/association representative member). In addition, women union parishad (1) member, other member of the local government and one selected community leader acted as advisors to the committee. During the period of the study, activities of VWC included disseminating WASH messages to the community people, identifying latrines to be set up in their respective village, identifying the number of water seals and siphons to be fixed in their assigned area, setting up deep tube-well and, if necessary, to raise fund from the local community for the purpose of setting tube well. The WASH messages were about creating awareness among community people about the necessity of drinking clean and pure water, washing hands after defecation, washing hand before and after having a meal. It also included the messages on the importance of maintaining the sanitation of kitchen and latrine. The approach of WASH was to create awareness among people. During the study period, it did not provide any financial support to villagers, i.e. to set up tube well, to make sanitary latrines and so on.
