Norton, 2009, 176 pp., £35.00 (h/b) In Parks, Plants, and People, Miller argues for the beautification of public space through garden design and correlates plants, gardens, and the socially integrative process involved in creating any public garden with broad societal benefits. In an autobiographical style, Miller chronicles an extensive design career distilling kerns of knowledge gleaned from the various garden projects presented. The second half of the book provides more practical information on garden maintenance and the programmatic themes of advocacy, volunteerism, and funding. In the appendix there is an extensive resource directory organised in parallel to the various chapter topics, a five-page plant list and a two-page list of recommended reading. Miller appeals to a diverse audience ranging from garden advocates and designers to the general public and the avid gardener. Any advocate for quality public space will find Miller's argument for gardens compelling in that the social qualities of gardens are thoroughly exemplified. Miller chronicles her extensive professional experience as a designer of and advocate for public gardens in the chapter 'All Over Town'. The most exemplar and well-known examples include the Conservatory Garden in New York Central Park and the Irwin Perennial Garden in the New York Botanical Garden. While the idea of beautification through garden design is nothing new, the financial context in which these gardens are realised represents something quite unique and unparalleled. These gardens take place in the 1980s in the shadow of an almost bankrupted New York City government and represent some of the first public gardens to be thoroughly dependent on private funds. These works signify what David Harvey may label as neoliberalism in the management of public parks. In the chapter 'Private Funding and Benefits for Business', Miller recognises the challenge posed by private funds and encourages the reader to balance private stewardship with the greater public. At one point, however, Miller seemingly suggests that public parks are an acceptable means of marketing to be used for the betterment of business, 'Nearby businesses could help pay for additional gardening tools or special plantings, thereby improving their images with their customers and the community' (p. 160). Miller does not explicitly establish any threshold at which the greater good has been compromised nor adequately discuss the planning strategies of public-private partnerships and businessimprovement districts in relation to planning theory.
