In Cosmopolitan Anxieties, Ruth Mandel has compiled her extensive research on migration into a nuanced interdisciplinary analysis that spans the 1980s and the 1990s with focus on Berlin as the home of the largest Turkish community in Germany. Mandel's study delineates the diverse forces that shape the identity of this community as well as the myriad transformations that migration brings about for all parties involved. This monograph distinguishes itself by exploring the impact of both the host country, Germany, as well as the country of origin, Turkey, on identity formation and transnational practices in the diaspora. Furthermore, Mandel takes a critical look at the theoretical paradigms predominant in migration studies. Her criticism targets cursory and essentializing invocations of ethnicity, which according to Mandel are still pronounced in the quantitative methods of the social sciences. In contrast, Mandel's study conceptualizes ethnicity in a cultural studies fashion as a construction that is heavily inflected by race, class, gender, and ideology, preferring to use the terms process of ethnicization and ethnicized subject to underscore the discursive nature of identity formation. The first half of the book investigates the host country, specifically the West German situation of the 1980s and the post-unification context of the 1990s. It demonstrates that many popularly-held perceptions of the Turkish immigrants were the result of ideologically-charged government policies and public discourse. The linchpin of Mandel's analysis is the term Auslanderproblematik that has dominated public discourse since the 1980s. By comparing the quite different governmental treatment of recent ethnic German immigrants from Eastern Europe to that of long-term immigrants from Turkey, Mandel shows how government policy and discourse reiterated a biologically-based idea of German-ness against which it constructed the Turk as the ultimate Auslander, whose ontological Otherness is incompatible with the essence of German-ness. Reading the discursive construction of Turkish Otherness in light of Germany's history of anti-Semitism, Mandel argues that these discursive strategies amount to racism and deny the Turkish immigrants a sense of belonging, which has a profound effect on the Turkish diasporic identity.
