And not just for the obvious reasons. His first clue came the day that Harvey arrived at the Arlington, Va., headquarters of E*Trade Bank for his interview with top management. Harvey arrived in a dark business suit, complete with tie and dress shoes. The 45-year-old lawyer had grown used to this style. He'd worked first for the Office of Thrift Supervision for seven years as an enforcement and litigation attorney, and then in compliance for Chevy Chase Bank, in Maryland, for another seven. So, when he'd ridden up the E*Trade tower, he stepped out to quite a surprise. He found that everyone else, from E*Trade Bank's president Arlen Gelbard on down, dressed in dot-corn casual--khakis, loafers, and logowear. Beyond the sartorial Harvey, now director and chief compliance officer at E*Trade Bank, was used to thinking of himself as young. So he also found an adjustment necessary because everybody here is a lot younger than am. And he found that the dot-corn look and feel also manifested itself in E*Trade Bank's office design--everything is open, modular, and modern. We're all in cubes here, says Harvey, who is vice-chairman this year of ABA's Compliance Executive Committee. Even the president sits in a cube. A far cry, Harvey says, from the leather chairs and stately surroundings of the Chevy Chase boardroom and executive offices. Harvey, while an avid user of internet banking and electronic billpaying, also found that he was expected to transition to a still more electronic lifestyle. E*Trade lives on e-mail, for instance, so I have a Blackberry that carry around on my hip, now, says Harvey. He's constantly getting updates on things from all over the office, and he is able to respond instantly to e-mail messages even when he's far from his desk. Not that being away from the office is necessarily that frequent an event. Another difference about e-banking, Harvey found, has been the hours. As a 24/7 institution in many ways, things move faster at E*Trade Bank and more gets packed in than is even in as traditionally busy a banking discipline as compliance. It is not unusual for Harvey to work nine, ten, even twelve hour stints, making for a longer day than he had grown used to in the brick-and-mortar world. In time, as he hires more staff, he's hoping that will ease somewhat, but for the most part Harvey's job has been both managerial as well as hands on since he arrived. It's a clear indicator that E*Trade Bank always seems to be extremely busy, says Harvey. In addition, he says, while many think of online banks as having a limited menu, in turn assuming that the compliance work burden would then be smaller, neither is the case at E*Trade, according to Harvey. Ours is a different delivery method, but our mix and volume of business is pretty typical, says Harvey. The bank (officially, a savings association), with $13.9 billion in assets, has aggressively expanded in many directions. Its E*Trade Mortgage represents one of the largest online home-loan operations, for example, and is authorized to extend credit in all 50 states. Online auto lending has become a major activity, and earlier this year E*Trade Bank finalized its acquisition of Ganis Credit, a large financer of marine and other recreational consumer loans. And the bank is affiliated with the mammoth E*Trade Access, national ATM network. Plenty to keep even an experienced compliance hand like Harvey busy. Live, from Washington...
