Along with the rapid development in human civilization, a digital and information controlled society is fast changing the world; the means and mediums of communication, also, are changing at a rapid speed (Liu & Yu, 2000). Most people take communication for granted- we engage in communication ori a daily basis. However, this does not necessarily mean we all communicate effectively and appropriately. Every message communicated entails the relationship and content elements (Kreps & Thornton, 1992). Communication content refers to the fundamental and tangible information, such as a theme or statistics. The relational aspects of communication involve the feeling~ and emotions one communicator has about the other communicator during the communication process, including respect/disgust, like/dislike, love/hate, comfortable/uncomfortable, to mention just a few. The content and relational aspects of communication coexist in the communication process. It is worthy of note that when we engage in communication with another person, we not only send a piece of information, we simultaneously express our relationship with the other communicator. For example, we normally say ''hello to someone we know; on the content level, this message contains greeting from one person to another. On the relational.level, this message implies friendship. Due to the differences in the content and relational aspects of communication; people engage in different types of communication. Health and risk communication is a special type of communication; it can occur at the interpersonal, organizational, public level, it can also be considered as mass communication and crosscultural communication.
