• W124803419 abstract "This paper assesses how electoral rules have affected senior legislators’ behavior in Taiwan through a comparison of the SNTV and SMD systems. The Taiwan case revealed that electoral reform increased senior district representatives’ responsibility to voters, as well as increasing their motivation to uphold their personal reputations in their districts. In following some of the mainstream arguments in Taiwan, we found that senior legislators have had the same reactions as other legislators after an electoral system reform, including more active legislative behavior and pursuing rearrangements of source allocations for their constituencies. On the other hand, we also found that the legislative activity of the 7th term was not entirely effective overall; the number of laws passed was disproportionate to the number of laws proposed. In this paper, I argue that under an SMD system, senior district representatives are only concerned with their reputations in their own districts and thus avoid any actions that might be criticized by district voters. This approach is described in Chinese as “趨吉避凶” (CYU- JI- BI- SYONG). From a senior representative’s viewpoint, this type of behavior will maintain his standing in the next election. On a broader level, however, such behavior may cause inefficiency and lead to an anti-senior committee system in Taiwan’s Legislative Yuan. Our argument was further supported by interviews with senior legislators and senior legislators’ assistants, who all agreed that legislators’ excessive focus on their own district’s interests, including initiating legislation and constituency services, comes with a lack of regard for national issues and even the avoidance of taking positions on important but controversial issues. In addition, most researchers believed that party unity would improve after the electoral system changed, but roll call vote data from the seventh term showed that both KMT and DPP party unity were no higher after the reform than in the fifth and sixth terms. We believe further study with a longer observation period is needed. More direct evidences is required to prove the effects of electoral system reform, not only on individual legislators’ behavior but also on the more macro levels of the Legislative Yuan and overall party politics in Taiwan. Without fully considering transformations on both the micro and macro levels, we may not fully understand why senior legislators behave in different ways and what the results are.
