Pp. 392. $72.00/£50.50 cloth, $34.00 /£24.00 paper. Askew has given us a richly detailed and engaging study of cultural politics in Tanzania during its transition from to multipartyism. She demonstrates that although Julius Nyerere's regime could enforce mass compliance to massive rural resettlement schemes in 1970 -schemes that dramatically and sometimes adversely affected lives of millions of farmers -in realm of cultural production, it could not mobilize same sense of single-minded devotion on part of either citizens or state agents. The success of Tanzania's professed cultural revolution was hindered by bureaucratic disinterest, a stifling regime of fees and licenses imposed on struggling artists and performers, and shifting conceptions of what national should embody and exclude. The very premise of engineering a cultural revolution in Tanzania was problematic, Askew argues, due to elusive, contingent, and contradictory nature of such ideas as national and national identity. This diagnosis partially reflects author's attention to three genres of performance-ngoma, dansi, and taarab (and not kwaya orparedi, for example). On mainland, dansi and taarab were deemed insufficiently authentic to merit official support, despite essential role their performers played in nationalist mobilization. Instead, state agents privileged ngoma for its perceived unblemished claims on indigenous origins. Even ngoma performance was modified, however, in order to reflect a socialist emphasis on synchronicity and standardization, as opposed to spontaneity and improvisation that historically characterized genre. Askew thus argues that the new ideological template of socialism trumped traditionalism as the dominant reference (p. 190) in determining nature of official interventions into content and form of cultural production. This was especially true when, for example, diversity inherent within Tanzanian culture threatened unity, order, and parity that was supposed to represent. The author approaches these larger questions from perspective of both an observer of and participant in musical performance in coastal town of Tanga. From recorded experience she demonstrates varying ways in which artists negotiate, resist, or collaborate with state agents in order to produce music and to make a living. She provides wonderful ethnographic details and insights into process through which audience members construct meaning from innuendoes and metaphors embedded, for example, in popular taarab song lyrics. …" @default.
