Social Work in the implementation of socialpolicies, takes as a purpose (ethos) the human well-being and the quality of life of the population,nevertheless the exercise of the profession takes place in a constant tension with the institutionalrequirements, the requirements of the professionals and of the users. The human action generatesproblems and ethical dilemmas. The consequences of this tension are the difficulties in the implementationand execution of fair social policies and of quality. From Weber´s perspective, the humanaction can obey an ethics of the responsibility or an ethics of the conviction. For Weber both ethicsare irreconcilable. On the other side, for Apel, from the ethics of the discourse - transcendentalpragmatics- the ethics of the responsibility and of the conviction can be reconcilable from the partB (applied ethics). The present paper seeks to interlace an ethics of the human action from his hermeneuticand pragmatic foundations, which incorporates an applied intercultural ethics, realizingnot only of the normative and axiological bases of the social workers; but also of the world of lifeof the own subjects that compose the professional action, as Adela Cortina indicates “ The world ofthe life, is still impenitent, defending his rights. And maybe is in this humus of practical truths wherehis nutritious soil will have a communicative reason integrally human” (Cortina 1985, p.232).
