• W129871503 abstract "Superimposing a large-scale coal production and processing industry on the sparsely populated grazing and agricultural lands of the western United States will require large quantities of water to be shifted from the historical agricultural use to mining, pipelines, industrial plants, reclamation and municipal use. According to economic theory, the use of water in the energy industry (a higher productive use of water than agriculture) should follow naturally from the market, where the water seller is compensated with enough profit to encourage sales. The author explores reasons for the differences between theory and the real world. The water rights of irrigators, for example, allow diversion of a portion of the flow. Not all of the diverted water is lost through evaporation or crop consumption; some water seeps back into the stream to become available again downstream. If an irrigator sold his water rights to coal developers, for instance, that water would be for use outside the watershed and would affect availability downstream. While water and its use are the points of conflict, changes to the western way of life are often the prime concern of intervenors.
