- W134771572 abstract "There is little debate on the need for planned and orderly change in higher education. Although in the recent past organizational change has occurred by accretion, now declining enrollments, scarce re sources, shrinking job markets, new governance patterns, and in creased attention to accountability threaten this pattern. For at least the next decade, organizational change will occur at the ex pense of what already exists. Careful planning and an understand ing of the change process in complex organizations will be neces sary if organizational modifications are to be implemented and managed effectively. Unfortunately, this last requirement is lacking. Little is known on a conceptual level about the change process in our colleges and universities. The high incidence of failure of many educational in novations bears testimony to this lack. Published accounts of both successful and unsuccessful attempts at innovation in higher educa tion have concentrated on the content of the proposed change; few have focused analytically on the process of change itself. Charters and Pellegrin,1 Martorana and Kuhn,2 Baldridge and Deal,3 Pelle grin,4 Sarason,5 and Schein6 are some exceptions.7 In each of their studies, these researchers have found it useful to conceptualize the change process as a series of stages. The number of stages varies according to the specificity and level of analysis chosen by the au thors, but each implies that the criteria for determining the bound aries of the stages are the kind of problems faced and the predomi nant activity of the sectors. In addition, each of these studies suggests that the barriers to the successful implementation of a change are a combination of structural, attitudinal, and temporal factors that interact within and between stages.
