However, government’s good intention in bringing underprivileged individuals into jobs by promoting temporary work bears important and concealed facets of inequality. The temporary workforce is built upon underprivileged individuals from minorities, the lower social classes, and those with limited formal qualifications. Our study of 821 core and temporary workers in different industries in Germany shows that firms maintain and increase inequality via their human resource management practices. Human resource management multiplies inequalities because of the restricted provision of training and job autonomy for temporary workers. To escape from the ‘spiral of inequality’ faced by temporary workers, we propose approaches by which management and policy-makers can improve their situation.
