- W144144346 abstract "This paper describes how human service transportation provisions often are tied to specific programs, and are available only to specific population groups. This has created a complex, duplicative and inefficient web of transportation services. The Mobility Services for All Americans (MSAA), a United States Department of Transportation (USDOT) Intelligent Transportation Systems (ITS) research initiative, aims to bring all users, service providers and funding institutions together in a coordinated effort, and introduce technological solutions to simplify access and improve cost-effectiveness of human service transportation. A key product of this initiative is replicable and scalable models of travel management coordination centers (TMCC) that promote mobility, accessibility, and coordination of transportation services for all, including the transportation-disadvantaged populations, such as persons with disabilities, elder adults and individuals with lower incomes. The MSAA initiative has been collaborating closely with the Federal interagency United We Ride (UWR) initiative – a Federal Transit Administration (FTA) managed effort that comprehensively focuses on all issues related to coordination of human service transportation. The UWR effort is directed by the Federal Interagency Coordinating Council on Access and Mobility (CCAM) with representation from 11 federal departments and agencies that involve in policy setting and administration of human service transportation programs. Generally speaking, UWR provides the “what”—including definition of a wide range of issues, challenges, and obstacles, and, in certain cases, potential strategies. In contrast, MSAA provides the “how”—enabling technologies that empower stakeholders to overcome some of the identified issues and obstacles. The MSAA and UWR initiatives are conducting a joint demonstration to show the technical and institutional feasibility of ITS-enhanced human service transportation systems that provide efficient, accessible, and quality transportation services to all, by integrating the transportation disadvantaged community and the general public. The demonstration adopts a two-phased approach: syste:planning and design (Phase 1) and system deployment (Phase 2). Through an open competitive Request for Proposals (RFP), the USDOT announced in January 2007 the selection of eight locations as the Phase 1 sites." @default.
