Book analysis project was commenced by the New Zealand Police in 2001 to highlight sections of road with higher risk of road trauma, with the intention of targeting appropriate Enforcement, Engineering, and Education initiatives to reduce the number and severity of crashes on these stretches of state highway. The C.R.A.S.H. Books have steadily been developed across Police Districts since their implementation, assisting Police managers in devising risk targeted patrol plans to aid deployment, and for ease of use by frontline staff. Whilst C.R.A.S.H. Books are useful as a data source, the author argues that they are simply one part of the wider data available for targeting to risk. It is argued that a negative consequence of the C.R.A.S.H. Books is a perception that 'risk' is primarily determined by crash history, so enforcement outside 'risk areas' is of a lower value than inside such areas. This paper will discuss the fact that the majority of serious and fatal crashes occur in locations where there have been none before, and that targeting of resources should focus on behaviours and not simply be based on crash risks at locations. It is argued that targeting behaviours will impact on crashes in all locations, and a comprehensive risk targeting model should not simply rely on crash data to determine risk. The paper goes on to discuss a simple mechanism that Police can adopt when assessing the structure of risk targeting strategies in terms of impacting on negative driver behaviours that lead to, or aggravate, road trauma. This mechanism draws on 4 key principles in a simple matrix: the principles that enforcement activity, to impact the most highly on behaviours, needs to cover specific and general deterrence activities, whilst being visible and dealing with a sufficient volume of offences to effect change." @default.
