If endorsed by NQF, audiologists will be able to report on the measures under the Physician Quality Reporting Initiative (PQRI) in 2010. The Medicare Improvements for Patients and Providers Act of 2008 recently added audiologists as eligible providers who could receive a 2% bonus for reporting on PQRI quality measures. This voluntary program includes an incentive payment for eligible professionals who report such data to Medicare for services they provide. Audiology organizations formed the AQC to collaborate on the development of quality measures that would enable audiologists to participate in PQRI. Other consortium members include the American Academy of Audiology, National Hearing Conservation Association, Military Audiology Association, Educational Audiology Association, Directors of Speech and Hearing Programs in State Health and Welfare Agencies, Association of VA Audiologists, Academy of Rehabilitative Audiology, Academy of Doctors of Audiology, and American Academy of Private Practice in Speech Pathology and Audiology. The consortium developed consensus-based quality measures and submitted them for endorsement by NQF, a consensus organization. The Centers for Medicare and Medicaid Services (CMS) requires that measures be endorsed by NQF or adopted by the AQA Alliance (another consensus organization) to be included in PQRI. The consortium met regularly for four months through e-mails and online collaboration to develop 12 quality measures that focus on care coordination, as required by the NQF. Four of the measures calculate the percentage of referrals for audiologic assessment and monitoring by physicians who are prescribing ototoxic and vestibulotoxic medications to their patients. The remaining eight measures relate to referral by audiologists for physician consultation when a patient presents with a medical condition that warrants medical management. All 12 measures enhance care coordination by increasing communication between providers and result in improved patient outcomes. If NQF endorses the measures, CMS will then review them. If CMS accepts the measure, audiologists may be able to participate in PQRI in 2010. The consortium will maintain continued responsibility for any accepted measures and for the development of additional measures in the future.
