Contrary to the expectations of the government theses revenues could not be raised via higher tax revenues stemming from an East German ‘economic miracle’ or high revenues from privatization in the East. Therefore, the financial concept of the government was soon revealed as a beautiful illusion. However, the governing coalition failed to work out a new one. This can be explained in terms of the politics of blame avoidance. Due to an increasingly polarized competition between government and opposition the government was unable to share the blame for higher taxes and expenditure cuts with the opposition. Therefore, it pursued an alternative strategy: hiding the fiscal burden of unification via less visible channels of funding like social security contributions, privatizations, and an excessive increase of the public debt." @default.
