• W1488404731 abstract "During the past twenty years, policymakers have criticized and altered the division of responsibilities among central and local decision-makers within education sys- tems. Yet neither policymakers nor scholars agree on the meaning of the terms centraliza- tion and or their advisabili- ty. In response to definitional differences, this article analyzes twenty-two definitions of decentralization and related views of its effec- tiveness.The analysis shows that the recent and comprehensive taxonomy of the Organization for Economic Cooperation and Development (OECD) encompasses the features of other defi- nitions. The second part of the paper analyzes data from fourteen nations that have represent- ed their countries on thirty-one features of decentralization with respect to four categories: 1) Organization of Instruction, 2) Planning and Instruction, 3) Personnel Management, and 4) Resource Allocation and Use.Analysis of the local, intermediate, and national levels of responsibility showed reliable and more parsi- monious dimensions of the OECD indicators. In addition, despite a huge policymaking interest in decentralization, the analysis suggests that its features have little influence on value-added learning. It appears that conditions in class- rooms and schools have far more consistent causal bearings on learning than how decision- making responsibilities are divided among units of government. Moreover, some correlates suggest that decision-making by intermediate units (that is, states and provinces, and local school districts) with respect to teachers' work, textbooks, curriculum, and examinations may be less effective than national control.
