- W1489014022 abstract "In the coming thirty years the inherently safe concept will be implemented in various European road systems. In the same period various intelligent transport systems (ITS) will be introduced in these systems. In order to design an inherently safe system with ITS, the possible effects of implementing these systems should be studied using a system approach, in which ITS has to be an element of the integrated traffic system. In this thesis, an integrated safety approach is developed to support design and decision making on traffic systems in a manner that meets the principles of an inherently safer traffic system. The thesis consists of three parts. In the first part, a literature review was carried out to reveal the state-of-the-art on methods available for an ex ante safety assessment of road safety measures, especially focused on new technologies in vehicles. In the second part of the thesis, an integrated safety approach is developed that should cope with the shortcomings in the current practice. The approach consists of two stages: selection of measures, including definition of the corresponding intended operation process; and identification of deviations. To make explicit the deviations from the intended operating process, the thesis introduces the traffic HAZOP, a structured brainstorm procedure. This is based on the traditional hazard and operability study known from the process industry. The third part of the thesis focuses on the application and validation of the traffic HAZOP. This method was tested for two speed-reducing measures: humps and Intelligent Speed Adaptation (ISA). The method was also (afterwards) applied to a large-scale Swedish ISA study. The cases showed that the traffic HAZOP is very useful: for road traffic and as an addition to the available evaluation methods. In the cases studied, the author found that the composition of the HAZOP team was not of crucial importance for identifying possible problems. The author therefore concluded that policy makers could also use the procedure without using specific designers' knowledge to draw up a list of safety aspects that require further discussion before implementing the measure studied." @default.
