- W148969997 abstract "Tunnels are expensive highway structures. Therefore, the construction costs and the operating and maintenance expenses should already be considered at the design stage of a highway project. Design elements such as the alignment and the cross section should be determined in such a way as to find the right balance between the drivers' comfort and safety, on the one hand, and the cost of the tunnel, on the other hand. This paper presents a method that will enable planning authorities to select the optimal cross section by evaluating the economic costs and benefits of a tunneling project at an early planning stage. First of all, some typical cross sections had to be defined. They will form part of the future official German guidelines. Although it is quite clear that the number of lanes of the approach freeway should be maintained inside the tunnel, the need for providing hard shoulders is highly debatable. Thus, cross sections with and without hard shoulder have to be compared for 2- and 3-lane directional tunnels. The basis for this new evaluation method are empirical data on traffic flow in a large number of German road tunnels, as well as a substantial amount of data on accidents in German road tunnels. The construction costs for different types of cross sections and various construction methods were calculated by the Society for Underground Traffic Facilities Studies (STUVA). In order to estimate the economic benefits of a cross section with hard shoulder compared to a cross section without hard shoulder, a model for traffic flow in tunnels over a whole year was developed using the empirical data. The model describes free flow as well as congested flow under accident and incident conditions according to the shock wave theory. The parameters of the traffic flow are transferred to road user costs like vehicle operating costs, value of time, and accident costs according to the German guidelines. For practical applications some figures are provided which enable the planner to estimate quite easily the road user cost, as well as the construction, operation, and maintenance costs for several cross sections, different construction methods, and various traffic volumes, truck percentages, and grades. With the help of these figures the planner is then able to determine if hard shoulders should be provided in a particular road tunnel or not. The method will be introduced for official use by the Federal Ministry of Transport, Construction and Housing for tunnels on federal highways and freeways." @default.
