- W1491150043 abstract "The advent of stored value cards (SVC technology) has made possible their application to paid parking activities. This new technology gave rise in 1995 to a study into the use of SVC for parking activities to assess potential applications. Many municipal councils are regularly making strategic decisions regarding the purchase of paid parking equipment and deciding on whether to include the facility to retrofit the equipment with SVC readers for the future. The Visa Cash Card Pilot project launched in November 1995 on the Gold Coast made it possible to also include paid parking operations as part of an 'open' SVC system. This trial enabled community acceptance to be tested. This report contains the results of a two-part study; the specific objectives of the 'before and after' study were to establish the technical feasibility of SVC equipment as applied to parking meters; and gauge the community's readiness to accept cashless paid parking systems within the SVC environment created by the Visa Cash Pilot project. Numerous parking equipment suppliers were initially invited to participate in the trial of SVC facilities on the Gold Coast, but only Focus International and Schlumberger agreed to participate. The surveys conducted and results obtained provide information as to whether a council should purchase new parking equipment which has the ability to retrofit an SVC reader in the future given that there may be an extra cost to be paid initially to provide this option.
