This has resulted in a process of coastal development which bypasses any measure ore application of a standard to harmonize degree of physical development and capacity of beach. The main objective of this paper is to establish concept of ‘carrying capacity’ as means to achieve reconciliation of environmental impacts with tourism development. The study concludes that, if carrying capacity measurement and its implementation are not incorporated into planning decision as a clear policy, there will be grave negative consequences for those resources attracting visitors. Canying capacity has noubecome a central research theme (Siva. 2002: Graefe eta/., 1984; Shelby and Heberlein, 1984; Stankey and McCooi, 1984). Research issues such as crowding and recreation satisfaction have been used recently to measure experiences felt by tourists and locals and as theoretical conccpts to help define recreation carrying capacity of tourist destinations (Manning, 1999). 'Carrying capacity' is defined as: the maximum number of people who can use a site without an unacceptable alteration in physical environment and without an unacceptable dedine in quality of experience gained by visitors (Mathieson and Wall, 1982). The concept of canying capacity has been expanded to indude much broader aspects of destinations from both tourists' and residents' points of view. It has been extended to indude not only physical environment, but also social, cultural, economic, and infrasrmctural capacity of chc drsrinations (Inskeep, 1991). It is not surprising that people have always been amacted to coastal areas. These arcas are considered to be most valuable parts of countries' territories, either with respect to their natural and environmental qualities or with regard to their potendal for national socioeconomic development (DESUA, 2GiJ2). In meantime, most of destinations have local jurisdictional orientations within which their development and operations take place at local level. Therefore, many of factors causing ecosystem decline such as rapid urban development, urban-rua off, and habitat fragmentation occur at local level and are generated by local land use decisions (Llrody et a/., 2004 : 33).
