- W1502771874 abstract "Classification schemes or typologies are important and underlie many law enforcement practices, especially psychological profiling of offenders. One thing that has always been difficult to encompass within these classification schemes is the risk taken by an offender in perpetrating an act of terrorism or some other illegitimate action and what that says about his or her risk preference. We offer a way forward. We first develop a model of the cyber-terrorist’s opportunities to inflict financial costs on individuals, organizations and governments and the choices that he or she will make from among those available opportunities. Then, drawing on the theory of risk preference developed in economics and widely applied through many parts of the social and political sciences, we categorize several known offenders by the risk preference revealed by their cyber-crimes. If cyber-terrorism and cyber-crime is a 'rising threat', one important part of governments’ responses to this threat involves directing the resources of their law enforcement and security agencies towards the pre-emption and pursuit of the cyber-terrorist. The model of opportunities and choices that we present and our examples that show how the model may be used to categorize offenders will be useful for analytical purposes or applied in the field during actual investigations to complement existing law enforcement approaches." @default.
