Though not as radical a procedure as the well-known rescue method it shares an abbreviation with, it is viewed as the radical thinking of a business process. CPR has helped breathe new life into gas and electric utilities in recent years, which have been using it to find ways to increase customer satisfaction, decrease operating costs, reduce process time and/or increase quality. The first phase of a typical project identifies and reviews current processes and obtains information that can point out re-engineering opportunities. The second phase involves the actual redesign of the current process. In this phase new teams may be formed, since the skill requirements are different (creative thinking becomes very important, for instance). Once alternatives are finalized and approved, the actual change process begins. Implementing all the recommendations can take several years, primarily because of labor and regulatory implications; therefore, planning the implementation is the most important part of the project. First, develop an overall implementation strategy. This overall strategy should address four major questions: What to implement? Who will implement? When to implement? How to implement?
