The first section provides a brief summary of the concepts of learning theory. This section presents a cursory overview of why educational activities, such as teaching and scholarly research, using Internet resources need to be first grounded in the concepts of learning theory. The second section briefly explains the current status of conducting scholarly research in the field of education using the Internet and the Web. The third section highlights several categories of educational Internet resources. These categories include commercial databases, government and educational association Web sources, and specialty Web pages. The fourth section provides a brief speculation concerning the possible future of Internet and Web information in future educational research and scholarly activities. to improve educational programs and library services is a fundamental debate that will always be current and relevant. At the foundation of this debate are two core questions: What should be taught? and perhaps of more importance, How can that information be best taught?[1] As we approach the next millennium, the technological advancements made in the 1990s are creating a new emphasis for educators and specifically librarians on electronic information tools. Electronic means, like the Internet and the Web, provide educators and librarians new tools to support the approved curriculum and desired core competencies of their educational institution. Incorporating these tools into today's educational world requires addressing a third foundational question. Today, librarians must also develop skills and talents to help patrons answer the additional question, What is the best informational format for me to utilize in order to help the learners address their specific educational and/or informational needs? To answer this third question, librarians assisting patrons with informational needs in the field of education need to have more than a strong subject background. Today's educator also needs the following professional competencies: 1. an understanding of the learning process; 2. the ability to tailor instruction for maximum effectiveness; 3. an appreciation of what technology can do well; 4. a realization of when the use of technology is not the best medium for learning and instruction; and 5. the skills to incorporate effective instructional design concepts with the new technology. This article is organized to address the growing complexities related to using Internet technologies in educational situations in the new millennium. The first section provides a brief summary of the concepts of learning theory explaining why educational activities using electronic resources, such as the Internet and the Web, need to be first grounded in the concepts of learning theory. This section also highlights how these concepts of learning theory can be linked with instructional design for effective learning. The second section presents a summary concerning several strengths of using Internet technology in educational situations. The third section briefly explains a few shortcomings involved with using Internet technology in educational settings. The fourth section provides several practical tips for educators wishing to incorporate Internet technology into their current curriculum.
